Educational Services
Karen Sullivan, Assistant Superintendent
The Assistant Superintendent of Educational Services oversees the development and implementation of curriculum, instruction, LCAP, instructional materials, accountability, English learners, state testing (CAASPP, ELPAC and Physical Fitness), professional development, and library media services. Below are key documents and/or websites that provide district and/or state required information regarding areas listed above.
The Local Control Accountability Plan (LCAP) is a three year plan to increase or improve services for unduplicated pupils in proportion to the increase in funds apportioned on the basis of the number and concentration of unduplicated pupils. Each district by July 1st must adopt an LCAP based on a template adopted by the State Board of Education (SBE). The LCAP describes goals, as well as actions to be taken to achieve those goals, related to specified state priorities for all student and subgroups. The LCAP must be linked to the LEA budget and updated annually.

A Professional Learning Community (PLC) is an ongoing process in which educators work collaboratively in repeated cycles of collective inquiry and action research to achieve better results for the students they serve. The key to improved learning for students is continuous job-embedded learning for educators.
The attributes of a PLC include:
- A Focus on Learning
- A Collaborative Culture with a Focus on Learning for All
- Collective Inquiry into Best Practice and Current Reality
- Action Orientation: Learn by Doing
- A Commitment to Continuous Improvement
- Results Orientation
Our foundational purpose is to ensure high levels of learning for all. These four essential questions drive our staff in their daily work:
- What do we want students to learn?
- How will we know if they have learned it?
- What will we do if they don't learn it? What interventions are in place to assist students who are experiencing difficulty?
- What will we do if they already know it? What enrichments are in place for advanced students?
Having a shared mission, vision, values and goals allow the Mountain View School District to maintain a collaborative culture throughout our entire school system. Schools improve when teachers are given time and support to work together to refine essential students learning, develop common assessments for learning, analyze evidence of learning, and learn from one another.
The Educator Effectiveness Block Grant (EEBG) is a program providing funds to county offices of education, school districts, charter schools, and state special schools to provide professional learning and to promote educator equity, quality and effectiveness.
